There are lots of herb garden kits that can be purchased at garden centers, home improvement stores and large variety stores like Wal-Mart, K-Mart, Target and the like. These kits come with the seeds, small seed starting pots and soil. On the subject of starting seeds, you should usually start all seeds indoors, even if they are eventually going to be outdoors. When the sprouts have taken root and appear powerful and robust they're prepared to transplant outside.
